A certificate is meant to prove that a specific record was destroyed. It carries a fingerprint of the deleted data and nothing else — this page will not tell you, or anybody, whose data it was. That is deliberate.
Deletion certificates are not issued yet. This checker works, but deleting data does not create a certificate today, so any ID you check will show as not issued. The security page says what happens when data is deleted now.
