A2P 10DLC Registration: Is It Required for SMS? Twilio, GoHighLevel, Daily Cap & Failed Campaigns

Is A2P 10DLC registration required? Yes. If your business sends text messages from a standard 10-digit US phone number to people in the US, through any software, app or platform, US carriers require that traffic to be registered under A2P 10DLC. Unregistered business texts are blocked, not just slowed down. Registration has two parts, a Brand (who you are) and a Campaign (what you send and how people opted in), filed with The Campaign Registry through your messaging provider.

In short

  • A2P 10DLC is the US carriers' registration system for business texts sent from ordinary 10-digit local numbers.
  • It is required for business SMS and MMS to US phones from a local number. Toll-free numbers and short codes have their own, separate approvals.
  • You register a Brand and a Campaign, then attach your number to the approved campaign. All four pieces must be in place before texts deliver.
  • Costs are carrier fees: a one-time brand fee, a $15 review fee per campaign submission and a monthly campaign fee by use case.
  • Most rejections come from a vague opt-in description, a privacy policy missing the required wording, or a business name that does not match your tax records.

What is A2P 10DLC?

A2P 10DLC is the system US mobile carriers use to identify and approve businesses that send text messages from standard local phone numbers. Every business that texts customers from a regular number registers its identity and its messaging, and the carriers use that record to decide whether to deliver the traffic and how much of it.

10DLC A2P: what the two words mean

  • A2P means application-to-person: messages sent by software, such as a texting platform, a CRM, an appointment system or an app, rather than typed by one person on their own phone. Even a reply you type in a business inbox counts, because it goes out through an application.
  • 10DLC means 10-digit long code: an ordinary US phone number with an area code, like the one on your mobile. It is the opposite of a short code (a 5- or 6-digit number for high-volume programs) and different from a toll-free number (800, 888 and so on).

Put together, 10DLC A2P traffic is business texting from a local number. That is exactly what most small businesses send.

Why carriers created it

Local numbers were meant for people texting people. As businesses moved their texting onto them, spam followed, and carriers set up a shared registry so that every business sender is known. The Campaign Registry (TCR) holds the records, and registration began rolling out in 2021. Today the major carriers block unregistered business traffic on local numbers.

Comparison of three kinds of business texting numbers. 10DLC, a local 10-digit number with an area code, needs A2P 10DLC registration, a Brand and a Campaign at The Campaign Registry, and suits local businesses and two-way conversations. Toll-free numbers such as 800, 888 and 877 need toll-free verification, a separate process, and suit national businesses. Short codes of 5 or 6 digits need their own carrier approval and suit high-volume nationwide programs.
A2P 10DLC covers business texts from local numbers; toll-free and short codes have their own approvals.

Is A2P 10DLC registration required?

When A2P 10DLC registration is required

You need it when all of these are true:

  • You are a business, organization or individual sending through software (a platform, a CRM, an API).
  • You send from a standard 10-digit US number.
  • Your recipients are on US phone numbers.

That covers appointment reminders, order updates, marketing texts, two-way customer conversations in a shared inbox and automated replies. Low volume does not exempt you: a business sending ten texts a month needs it just as a business sending ten thousand does.

When it does not apply

  • Toll-free numbers need toll-free verification instead, which is a separate process.
  • Short codes go through their own carrier approval.
  • Texts typed on your own phone to friends and family are person-to-person, not A2P.
  • Numbers used only for calls do not need it, because it covers messaging only.

Twilio A2P 10DLC registration required: what Twilio's notice means

If you use Twilio, you have probably seen a banner or an email saying A2P 10DLC registration is required for your US numbers. It means exactly what it says: Twilio blocks unregistered US 10DLC traffic, and has done since 2023. Messages from an unregistered number fail with error 30034 ("Message blocked: A2P registration required"), and resending does not help. The number shows "Messaging disabled" until a campaign is approved and the number is attached to it. The same rule holds on every provider; on Telnyx, the equivalent failure is error 40010.

How A2P 10DLC registration works

10DLC registration is more than one form. On Twilio, four things must all be true before your number can send:

Diagram of the four pieces of A2P 10DLC registration on Twilio, in order: a Compliance Profile with legal name, EIN, address, website and a named contact; a Brand registered with The Campaign Registry; a Campaign describing what you send, to whom and how they opted in; and the phone number attached to the Messaging Service linked to the approved campaign. A note says a common miss is an approved campaign whose number was never attached.
All four pieces must be in place. A common miss is a number never attached to the campaign's Messaging Service.
  1. Compliance Profile approved. Twilio's Trust Hub record of your business: legal name, EIN, address, website and an authorized representative.
  2. Brand approved. Your business identity, registered with TCR.
  3. Campaign approved. What you send, to whom, and how they opted in.
  4. Number attached. Your phone number added as a sender to the Messaging Service that the campaign is linked to.

Missing any one of the four is the most common reason a newly bought number still cannot send. Other providers use different names for the same pieces (Telnyx calls the Messaging Service a messaging profile), but the Brand and the Campaign are the same everywhere, because both live at TCR.

The Brand: choosing a type

  • Sole Proprietor: for an individual with no EIN. Lower limits, and the campaign type is fixed.
  • Standard, Low Volume: a business with an EIN. Up to about 6,000 messages a day.
  • Standard with Secondary Vetting: the same business brand plus a paid reputation check that assigns a Trust Score, raising the cap to as much as 200,000 a day.

A2P 10DLC campaign registration: choosing a use case

The A2P 10DLC campaign registration declares what kind of messages you send. For most small businesses, Low Volume Mixed is the right choice: it covers reminders, updates, support and promotions together, at the lowest monthly fee. Pick Marketing only if every message is promotional, and Customer Care only if none is. Picking a use case that does not match your sample messages is a common rejection reason.

A2P 10DLC registration for SMS: step by step

Here is the order to work in, whichever provider you use. Linxi's help pages cover each step in detail for Twilio and Telnyx.

  1. Gather your business details. Legal name exactly as on your IRS EIN letter (CP 575 or 147C), the EIN, your address and a named contact.
  2. Make sure your website is live, with a privacy policy and terms page that reviewers can open without logging in. See the privacy policy guide.
  3. Create the Compliance Profile (Twilio) or have your provider's form collect the same details. See Compliance Profile.
  4. Register the Brand and choose its type carefully. See A2P Brand Registration.
  5. Write the campaign: use case, a specific description, 3 to 5 sample messages and an opt-in description that quotes the exact consent wording. See A2P Campaign Registration and Opt-In Requirements.
  6. Submit and pay the review fee. The $15 carrier review fee is charged when the campaign reaches review, approved or not.
  7. Attach your number to the Messaging Service (or messaging profile) linked to the approved campaign. See Messaging Service.
  8. Send a test to your own phone, then a reply back, and confirm both arrive.

What A2P 10DLC registration costs

A2P 10DLC registration costs: Sole Proprietor brand $4 one-time with lower limits; Standard Low Volume brand about $4.50 one-time with up to about 6,000 messages a day; Standard brand with Secondary Vetting about $46 one-time with up to 200,000 messages a day; campaign review $15 per submission that reaches carrier review, approved or not; monthly campaign fee $1.50 for Low Volume Mixed, $2 for Sole Proprietor and $10 for most others, at Telnyx's rates. On Twilio, $1.50 for Low Volume Mixed is confirmed and other use cases are at Twilio's own rate.
What A2P 10DLC registration costs. Every campaign submission that reaches review is $15, approved or not.

These are carrier fees, passed through by your provider. The monthly campaign fees in the figure are Telnyx's rates; on Twilio, $1.50 a month for Low Volume Mixed is confirmed and other use cases are billed at Twilio's own rate, so check your provider's current price list. One difference matters when a campaign is rejected: in your own Twilio console, editing and resubmitting the same campaign is not charged again, while deleting it and starting over is a new $15. Through Linxi or on Telnyx, every submission that reaches carrier review is charged $15, resubmissions included.

Twilio A2P 10DLC registration

Twilio A2P 10DLC registration happens in the Twilio Console. In the redesigned console, the registration screens are under Products and services → Communications → Messaging → Trust & compliance, and the Compliance Profile is under Products and services → Trust Hub → Profiles. (If your console looks different, Linxi's page on Twilio's console switch maps old menus to new ones.)

A few Twilio-specific points:

  • Twilio requires a second Trust Hub bundle marked for A2P, nearly identical to your Compliance Profile, before the brand can be filed.
  • The cheap use case's code is LOW_VOLUME. A separate MIXED use case looks similar but costs more.
  • Software companies that register many customers use Twilio's API rather than the console. Each customer business still needs its own brand.

If you connect your own Twilio account to Linxi, the Setup Progress page under Linxi Settings → Number files the Compliance Profile, Messaging Service, Brand and Campaign through the API, and points your webhooks at Linxi.

A2P 10DLC registration in GoHighLevel (GHL)

GoHighLevel (HighLevel) sub-accounts that text through its built-in phone system go through the same A2P 10DLC process, because the rule comes from the US carriers, not from the software. HighLevel provides its own guided registration inside each sub-account's phone settings, and asks for the same things: business details, EIN, website, use case, campaign description, sample messages and opt-in wording. Its menus change from time to time, so follow HighLevel's current help article for where to click.

Two points catch out A2P 10DLC registration in GHL most often:

  • Register each client as its own brand. An agency should not register its clients' texting under the agency's own business. The brand must be the business the customers know and opted in to.
  • Make the opt-in real and visible. Reviewers visit the website you list. A funnel page with a phone field but no consent checkbox and no SMS disclosure is a common rejection.

Everything below on rejections and daily caps applies to GoHighLevel too.

"Your A2P 10DLC registration is incomplete" or "failed": what to do

If it says incomplete

Your A2P 10DLC registration is incomplete usually means one of the four pieces is missing: the brand is still pending, the campaign was never submitted, or the number is not attached to the Messaging Service linked to the approved campaign. Check each one on its own. Approval of one does not imply the others.

If it says failed or rejected

A failed registration was reviewed and refused. Read the rejection reason, fix exactly that, and resubmit. The usual causes:

Table of A2P 10DLC errors and fixes: 30034 blocked because registration is required, fixed by getting the campaign approved and attaching the number; 30909 opt-in could not be verified, fixed by describing every opt-in method and quoting the exact wording; 30908 privacy policy non-compliant, fixed by adding the required do-not-share sentence word for word; 30882 terms missing SMS disclosures, fixed by adding STOP, HELP, frequency and data-rates notice to the terms page; 30023 daily message cap reached, fixed by spreading sends and planning the brand tier; and registration incomplete, fixed by checking the profile, brand, campaign and number one by one.
Twilio's A2P error codes and their fixes. Telnyx's equivalent of 30034 is 40010.
  • Opt-in or call to action could not be verified (Twilio 30909, and the most common by far). Reviewers visited your opt-in page and could not find clear SMS consent. Describe every way people opt in and quote the exact consent wording.
  • Privacy policy non-compliant (Twilio 30908). Add this sentence word for word: "We do not share, sell, or provide your mobile phone number or messaging consent data to third parties or affiliates for marketing or promotional purposes."
  • Terms missing SMS disclosures (Twilio 30882). Put STOP and HELP instructions, message frequency and the data-rates notice on the terms page itself.
  • Business name mismatch. The legal name must match your EIN letter exactly, punctuation included. "NORTHSIDE MEDICAL, INC." and "Northside Medical Inc" are different to an automated check.
  • Samples that contradict the use case, such as reminders filed under Marketing.

US A2P 10DLC daily message cap reached

US A2P 10DLC daily message cap reached means your brand has hit its daily sending limit, and the carrier refuses further messages until the limit resets. On Twilio it appears as error 30023. It is not a block on your number and not a registration failure; it is a ceiling.

The cap comes from your brand type: about 6,000 messages a day for a Standard Low Volume brand, up to 200,000 with Secondary Vetting, and lower for a Sole Proprietor. What to do:

  • Spread large sends across days, or schedule them so they do not land on one day.
  • Count segments. A long text split into several parts uses more of your allowance.
  • Plan the tier before you file. Linxi's brand guide warns that changing tier after submission effectively means registering again, so if you expect real volume, Secondary Vetting is usually worth it up front.

Getting approved the first time

A human reviewer reads your campaign. Make their job easy:

Phone showing two sample text messages from a fictional business, Harbor Dental: an appointment reminder and a whitening offer, each starting with the business name, including a website and phone number, and ending with Reply HELP for help, STOP to opt out, Msg and data rates may apply. Beside it, five rules: business name first, a real URL and phone number, HELP and STOP every time, different kinds of message, and brackets only for content that changes.
Two sample messages built the way reviewers expect, for a fictional business.
  • Start every sample with your business name.
  • Include a real URL and real phone number if your messages will ever contain them, and tick the matching boxes.
  • End with "Reply HELP for help, STOP to opt out. Msg & data rates may apply."
  • Make each sample a different kind of message: a reminder, an offer, a support reply.
  • Write the description as: [Business] sends [types of messages] to [who] who opted in [how and where].

Linxi's page The Key to Getting Approved has real approved samples and the patterns behind them, and A2P Messaging Setup has descriptions by industry.

Where Linxi fits

If you buy a number inside Linxi (Linxi Settings → Number → Linxi Number → Search & Buy a Number), Linxi files the brand and campaign for you from the details you enter in the number wizard, and runs an AI compliance check on your description, samples and opt-in wording before filing. If you connect your own Twilio or Telnyx account, Linxi's Setup Progress walks through each piece and files it through the API.

One honest note about Linxi today: its in-app Compliance Profile wizard builds Business profiles only. A Sole Proprietor registration on Twilio still has to be done in the Twilio Console. And because every submission Linxi files that reaches carrier review costs $15, it pays to fix whatever the compliance check flags before you submit.

Frequently Asked Questions

How long does A2P 10DLC registration take?

A Low Volume Standard brand usually clears in minutes to a few hours, while a brand going through Secondary Vetting takes longer because it is a reputation check. Campaign review typically takes 1 to 3 business days, and Low Volume campaigns can clear faster. The timeline runs in a fixed order, Compliance Profile, Brand, Campaign, then attaching your number, and texts are blocked until the last step. Allow about a week end to end, longer if a campaign is rejected and resubmitted.

Can I register A2P 10DLC through the Twilio API?

Yes. Twilio's API covers the Trust Hub profiles, brand registration and campaign registration, which is how software platforms register their customers without the console. Linxi uses it when you connect your own Twilio account. Each customer business still needs its own brand with its own EIN.

Do I need an EIN to register for A2P 10DLC?

For a Standard business brand, yes: the EIN and the legal name on your IRS letter must match exactly. If you have no EIN, you can register a Sole Proprietor brand, which is identified by a person's name, address and a mobile number instead, and comes with lower limits. On Telnyx, the mobile number for a sole proprietor brand must be a real personal mobile, not the number you are registering.

Do I need a website to register?

In practice, yes. Twilio's Compliance Profile asks for a live, public website, and reviewers visit your opt-in page, privacy policy and terms. A "coming soon" page or a policy behind a login is a common reason for rejection.

What happens if I send texts without registering?

They are blocked. Twilio returns error 30034 and Telnyx returns 40010, and both are permanent failures, so resending the same message fails the same way. Until your campaign is approved and the number attached, expect every text to US mobiles to fail.

Does A2P 10DLC apply to toll-free numbers?

No. Toll-free numbers have their own toll-free verification process, which also has to be completed before they can text. Short codes go through a separate carrier approval as well.

Can I put several phone numbers on one A2P campaign?

Yes. The campaign attaches to a Messaging Service, and a Messaging Service can hold more than one number as senders. A number can belong to only one Messaging Service at a time, and a different kind of messaging (say, a separate marketing program) should get its own Messaging Service and campaign.

Does my registration carry over if I change providers?

The brand is held at The Campaign Registry, not by the provider, which is why a brand outlives a number on Telnyx. Campaigns are filed through a specific provider, though, so moving usually means filing again through the new one or asking it to migrate your campaign. Check with the new provider before you move numbers.
