SMS Opt-In Requirements — Complete Guide

TCR reviewers check your A2P Campaign's opt-in flow description against these requirements method by method. The examples below use a fictional business, "Clarity Medical Center," purely to illustrate the pattern — write your own in your own words.

Verbal

  • Clear description of service and message content
  • Message frequency (e.g. "0-4 messages per month")
  • "Message and data rates may apply" disclaimer
  • HELP and STOP instructions
  • Links to Terms & Privacy Policy
  • Explicit yes/no consent request
  • Enrollment confirmation
Agent: "Clarity Medical Center offers SMS alerts for appointment reminders and service updates. Would you like to opt in?" Customer: "Yes." Agent: "Message frequency varies 0-4/month. Message and data rates may apply. Reply STOP to unsubscribe, HELP for assistance. Our Privacy Policy is at claritymedical.com/privacy. Do you consent?" Customer: "I do."

Web Form

  • Phone number input field
  • Unchecked consent checkbox — never pre-selected
  • Description of message types they'll receive
  • Message frequency information
  • "Message and data rates may apply" disclaimer
  • HELP and STOP instructions
  • Links to Terms & Privacy Policy
"By entering my phone number and checking this box, I agree to receive automated SMS text messages from Clarity Medical Center regarding appointment reminders and health notifications. Message frequency varies. Message and data rates may apply. Reply STOP to cancel at any time, or HELP for assistance."

If the form sits behind a login, host a screenshot of it at a public URL and reference that URL in your opt-in flow description.

Paper Form

  • Mobile phone number field
  • Clear service description
  • Consent checkbox or signature line
  • "Message and data rates may apply" disclaimer
  • HELP and STOP instructions
  • Date field and customer signature
  • Terms & Privacy link or QR code

Host a screenshot of the physical form at a public URL (Google Drive, a page on your own site) and reference it in your opt-in flow description — TCR can't inspect a form that only exists on paper in your office.

Mobile QR Code

  • QR code links to a web form or a text-in keyword
  • Brand name clearly visible on the surrounding materials
  • Brief description of what scanning the code does
  • Value proposition for signing up
  • Basic frequency information

Test the QR code on multiple real devices before deployment — a broken link here is a surprisingly common, entirely avoidable rejection cause.

Via Text (Keyword)

  • Clear opt-in keyword listed
  • Phone number to text it to
  • Welcome message explaining the service
  • Frequency and rate disclaimers
  • HELP and STOP instructions
  • A confirmation message flow (double opt-in)
Customer texts: YES Auto-reply: "Thank you for opting in to Clarity Medical Center updates. Reply YES to confirm. Message frequency varies 0-4/month. Msg & data rates may apply. Reply HELP for help, STOP to end."
💡 If you use more than one method (most businesses do), list every one of them in your opt-in flow description — checking more methods gives you more flexibility for future campaigns, and TCR reviewers specifically look for how consent was actually collected, not just a generic statement that it was.
